AI for Learning Traffic Rules in 2026: How to Pass the Theory Test First Time in Ukraine and Abroad

In early 2026 only one in five learner drivers passed the theory exam at a Ukrainian MVS service center on the first attempt. The rules themselves are not the problem: the exam gives you 20 questions, 20 minutes and the right to only two mistakes, so what decides the result is how regularly you practiced. The good news is that practicing is easier now than ever. Simulators reproduce the real exam, AI tutors explain why an answer is correct, and an app can recognize a road sign from a photo. Here is what to choose for the Ukrainian exam, what to do if you are getting your license in Poland, Germany or the UK, and how to use ChatGPT so that it helps rather than confuses.

In short: what to choose

How many people pass the theory test first time

According to Ukraine's Main Service Center of the MVS, service centers held almost 50,000 theory exams from the start of 2026, and about 20% were passed on the first attempt. Interestingly, self-study candidates did slightly better than driving school graduates: 21.2% versus 19.9%. The service center itself puts this down to personal motivation, that is, how much time a person really spends on the rules.

The exam rules are simple and strict: 20 questions in 20 minutes, and three mistakes already mean a fail. You can prepare for the theory exam without a driving school, and the service center publishes the list of test questions openly. That is why a good simulator with the official database matters more than any textbook.

Ukraine: simulators on the official MVS database

Green Way has been running since 2016 and, by its own count, more than 1.7 million people have studied with it. It has 64 traffic rule topics and about 2,500 questions, plus modules on road safety, first aid and law. Useful modes include "the 100 most common mistakes", work on your own mistakes and an exam with the same question distribution as at the service center. Many questions have teachers' comments, and a road situation builder helps you figure out intersections. 30% of the questions are free, a PRO account unlocks full access, and it is free for military personnel.

Vodiy.ua splits the database into 117 tickets of 20 questions and 65 topics. The "Cadet exam" mode reproduces the service center algorithm. Tests are free, and Premium unlocks detailed explanations.

ПДР Тест Центр is completely free with unlimited attempts. Its exam simulation copies the service center interface, so the screen will not surprise you on exam day.

We have not yet found an AI tutor for the Ukrainian exam: Ukrainian services rely on the official database and teachers' explanations. But AI can still help, as the ChatGPT section below shows.

Poland: Ltesty

If you live in Poland and are getting your license there, look at Ltesty. It has the full question base approved by the Ministry of Infrastructure for categories from AM to D, tractor (T) and even tram. Every question has an explanation citing the specific article of the law, and driving school teachers answer your questions. The WORD exam simulation has 32 questions with basic and specialist parts, just like the real exam. Access costs from 21 PLN for a week to 44 PLN for six months.

Germany: AI that explains questions and recognizes signs

iFahrer makes the most visible use of AI among German apps. The AI assistant explains why a given answer is correct, and if you photograph a road sign, the bot recognizes it and tells you what it means. There is a practice mode without a timer, an exam mode, read-aloud questions and video explanations. The App Store subscription costs €1.99 per month, and a one-time purchase is €8.99.

theorie24 trains you on a TÜV-licensed interface, so you practice on the same screen as in the exam. For people who have moved to Germany, the key point is that multilingual versions include questions in 12 foreign languages, including English, Polish, Turkish and Arabic.

UK: an AI trainer and the hazard perception test

The UK theory test has two parts: multiple-choice questions and the hazard perception test, where you have to spot developing hazards in video clips in time. Practice both.

Driving Theory 4 All has an AI Personal Trainer that analyses your progress, points out topics to focus on and builds a personal revision plan. There are courses for car, motorcycle, lorry (LGV), bus (PCV) and instructor (ADI). Car or motorcycle prep costs £5.99 for a year of access.

Driving Test Success has published materials for UK drivers since 1997. Its Theory Test 4 in 1 app includes the 2026 questions, 85 interactive hazard perception clips and a Highway Code game.

Safe Driving for Life is run by the DVSA's official publishing partner. It offers free practice tests, and the paid online car course has over 130 interactive videos and costs from £15 for 30 days.

US: an AI tutor that answers "why?"

The DMV written test differs from state to state, so choose a service that builds tests from your state's handbook.

Driving-Tests.org has the DMV Genie AI tutor. On any question you can ask "why?" and get an explanation in English, Spanish or Russian, based on your state handbook rather than random text from the internet. The Challenge Bank brings back the questions you got wrong until you master them. Free tests are on the site, and Premium starts at $29 per week.

DMV-Permit-Test.com offers free tests with no registration for car, motorcycle and commercial drivers (CDL), and lifetime Premium costs $16.99. Zutobi turns preparation into a game with levels and a leaderboard and, besides the US, works for the UK, Australia, Sweden, Germany and France. If you need a full state-approved drivers ed course, look at Aceable Drivers Ed and DriversEd.com.

ChatGPT as a tutor: what works and what does not

A general chatbot is good at explaining the logic of a rule but does not know which question will be on your exam. Here is how to get value from it:
